Could not start Elipse PRP Service

Dear Sirs/Madams,
I followed the instructions of PRP service configuration in IEC 61850 Driver version 3.0.17 but i could not start the Elipse PRP Service as attached picture. Does anyone have the experience, could you please share with me?

Após enviar a última versão do driver, o serviço foi inicializado corretamente.
